The Solid Waste Advisory Committee
The SWAC has completed the first phase requested by the Board of Public Works. When major issues confront the solid waste program SWAC is appointed to assist in identifying alternatives. In the most recent instance, a committee appointed by the Board of Selectmen assisted developing the PAYT program. As future issues emerge it is likely that committee will be named to provide advice and support in seeking the optimal solution.
The Board of Public Works requested that the Board of Selectmen establish a Solid Waste Committee. The Selectmen voted so, unanimously, on August 8, 2005 the Committee was tasked to do the following:
1. Explore and report on prospective changes to the Town’s current solid waste and recycling collection programs. Consider methods that would reduce trash quantities and increase recycling and thereby lower the Town’s solid waste expenses, including, but not limited to, a Pay-As-You-Throw (PAYT) program.
2. Explore and report on the validity of a Mandatory Recycling Program: Collect and assess information on existing programs in other communities.
3. The report would include a full economic analysis and anticipated impacts of considered revisions to current Marshfield Solid Waste program options.
Mission Statement
The goals of the Solid Waste Advisory Committee (SWAC) will be:
1. To review Marshfield’s solid waste program
2. To investigate alternatives and opportunities to increase recycling and reduce trash generation
3. To examine the implications of those alternatives and their impact on the Town and its citizens.
