DEDUCTION METER POLICY/ GUIDELINES FOR ACCOUNTS
CONNECTED TO THE SEWER



POLICY:
Residential and commercial accounts connected to the Town's sewer, may install an additional water meter (deduction meter) to record the use of water that is not discharged into the Town's sewer system.  This policy is intended to provide use base metering for the purpose of reducing the residential and commercial sewer and billing accounts for those water accounts connected to the Town's sewer.  This information may be determined by the installation of an additional water meter, called a "Deduction Meter"/

Individuals who install a deduction meter will also receive a sewer abatement for the "First half billing of FY2006 (July 1 to December 31, 2005) bill".  The abatement will be calculated based on one season of water use as indicated on the deduction meter.


WATER METER INSTALLATION:
The individual will be responsible for purchasing and installing a water meter approved by the Board of Public Works. See specification below.  The installation of such a meter shall be in accordance with the following:


RESIDENTIAL/ COMMERCIAL:
* Prior to the installation of a deduction meter, the owner of the facility at which the water meter will be installed, shall    submit to the Town's Water Division a plan showing the account number, exact location of the meter, and type.
 The meter shall be installed by a Massachusetts licensed plumber.
* A licensed plumber shall obtain a plumbing permit from the Building Department for the installation of the additional    
  water meter.
* All meters shall be equipped with radio read receptacle (See type and distributor below).
* The owner of the water meter shall provide notice to the Water Division, DPW  24 hours in advance of the day of the    installation.
* The Town will program the deduction meter, take the pertinent serial numbers and information necessary to setup  
   the radio read account in the billing system.
* The owner of the deduction meter is responsible for all maintenance and repairs of such meter.
* All water lines connected after the deduction water meter shall be equipped with the appropriate backflow   
   prevention devices.


SPECIFICATIONS AND TYPES FOR ALL SUBTRACTION "DEDUCTION" METERS ADDED TO THE STSTEM BY SEWERED CUSTOMERS ONLY MUST BE:

TYPE OF METER:  Neptune T-10 Meter wtih Proread autodetector register, must read in gallons,
                        with Neptune R900 Meter Interface unit (MIF).

The Board of Public Works hereby approves these policy/ guidelines for authorization of deduction meters for those residential and commercial users in the town sewered area this 17th day of October, 2005.
